जिलाधिकारी की जनसुनवाई में सर्वाधिक शिकायतें लोकनिर्माण विभाग से

बागेश्वर । जनसुनवार्इ दिवस में आने वाले शिकायतों का निस्तारण एक सप्ताह के भीतर करना सुनिश्चित करें। निस्तारण के पश्चात निस्तारण की प्रति शिकायतकर्ता को भी उपलब्ध कराते हुए जिला कार्यालय को भी उपलब्ध कराना सुनिश्चित करें। यह बात आज जिलाधिकारी रंजना राजगुरू ने जनसुनवार्इ में उपस्थित अधिकारियों से कही। जिलाधिकारी ने फरियादियों को बारी-बारी से बुलाकर उनसे सीधे संवाद करते हुए उनकी समस्याऐं सुनी। तत्पश्चात संबंधित अधिकारी को बुलाकर एक सप्ताह के भीतर निस्तारण करने के निर्देश सम्बन्धित अधिकारियों को दिये।
आयोजित जनसुनवार्इ में 24 शिकायतें आयी। जिलाधिकारी ने प्राप्त शिकायतों में कर्इ शिकायतों का निस्तारण मौके पर किया, अन्य शिकायतों को उन्होंने अनुश्रवण कर सम्बन्धित विभागों को एक सप्ताह के भीतर निराकरण करने के कड़े निर्देश दिये। जिलाधिकारी ने पिछले जनसुनवार्इ में आये जनशिकायतों की विभागवार समीक्षा की। कहा कि सभी अधिकारी आने वाले शिकायतों का निस्तारण एवं अनुपालन आंख्या जिलाधिकारी कार्यालय में देना सुनिश्चित करें। शासन स्तर के प्रकरणों को भी तत्काल प्रभाव से शासन को प्रेषित करने के निर्देश दिये। कहा कि कार्यो मे लापरवाही बरतने तथा दिये गये निर्देशों के पालन न करने पर कड़ी कार्यवाही अमल मे लायी जायेगी।
जनसुनवार्इ में शिकायतकर्ता दीपा जोशी निवासी काफलीगैर ने शिकायती पत्र प्रस्तुत कर अपने स्वास्थ्य के लिए आर्थिक सहायता दिये जाने की मॉग की। जिस पर जिलाधिकारी के मुख्य चिकित्साधिकारी को इस पर कार्यवाही करने के निर्देश दिये। मंगल सिंह निवासी खर्ककानातोली ने शिकायत कर कहा कि लोक निर्माण विभाग द्वारा भयूं-गुलेर मोटर मार्ग के निर्माण कार्य के दौरान सड़क की दिवार गिरने से उनके मकान के पीछे मलबा भर गया है। जिससे मकान को खतरा बना हुआ है। जिस पर जिलाधिकारी अधि.अभि.लोनिवि कपकोट को तत्काल मौके पे जाकर मलबा हटाने के निर्देश दिये।
विक्रम रौतेला निवासी करालागॉव ने अपने र्इलाज हेतु आर्थिक सहायता दिलाये जाने की मॉग की। साताप्यारा ग्रामीणों ने संयुक्त रूप से सोबन सिंह के नेतृत्व में साताप्यारा-बहादुरवन के लिए सड़क मार्ग की मॉग की। इस पर जिलाधिकारी ने अधि.अभि.लोनिवि, पीएमजीएसवार्इ से इस पर कार्यवाही करने के निर्देश दिये। और शिकायतकर्ताओं ने शिकायत कर कहा कि कठपुडियाछीना से रैखोली मोटर मार्ग में बरसार के दौरान कलमठ नहीं खोले गये है। जिस पर जिलाधिकारी ने इस मामले को गम्भीरता से लेते हुए जे.र्इ.कैलाश चन्द्र का वेतन रोकने के निर्देश दिये। और उप जिलाधिकारी बागेश्वर को निर्देश दिये कि वे मार्ग का निरीक्षण कर 02 दिन के भीतर रिपोर्ट प्रस्तुत करने को कहा।
मदन लाल निवासी छानाउपाध्याय ने शिकायती पत्र प्रस्तुत कर कहा कि भारी वर्षा के कारण सुरक्षा दीवार क्षतिग्रस्त होने पर आर्थिक सहायता मॉगी गयी। जिस पर जिलाधिकारी ने उपजिलाधिकारी बागेश्वर को निर्देश दिये कि जॉच के उपरान्त मानक के अनुरूप आर्थिक सहायता दे। किशन सिंह लुम्याल ने घटगाड लिंक मोटर मार्ग किमी 03 में मार्ग में सुरक्षा दिवार व डामरीकरण का अन्तिम भुगतान न होने की शिकायत की। जिस पर जिलाधिकारी ने अधि0अभि0 लोनिवि को भुगतान करने सम्बन्धी कार्यवाही करने के निर्देश दिये।
राजेन्द्र सिंह ग्राम प्रधान मल्लाडौबा ने शिकायत कर कहा कि कौसानी मुख्य मार्ग से जौणा, बगरी, किमगाड़, चानकोट, मटखाल मोटरमार्ग की विभागीय सर्वे स्थान चानकोट से अन्यत्र स्थान के लिए नये सर्वे कराये जाने की मॉग की। जिस पर जिलाधिकारी ने अधि.अभि. बागेश्वर व अधीक्षण अभियन्ता को स्वयं स्थलीय निरीक्षण कर मोटर मार्ग के नये सर्वे करने के निर्देश दिये। जेठार्इ तोक सौराडी के समस्त ग्रामवासी ने शिकायत कर कहा कि सड़क निर्माण से उनके गॉव की पेयजल लार्इन ध्वस्त हो गयी है। आपदा द्वारा 1.50 लाख रूपये का मरम्मत कार्य किया गया। उसके बावजूद भी ग्रामीणों को पर्याप्त मात्रा में पीने का पानी नहीं मिल पा रहा है। जिस पर जिलाधिकारी ने सम्बन्धित अधिकारी को पेयजल लाइन तत्काल ठीक करने के निर्देश दिये।
सुरेन्द्र सिंह राठौर ने शिकायत कर कहा कि उनके द्वारा वर्ष 2016-17 में राजकीय प्राथमिक विद्यालय भद्रकाली की चाहरदीवारी का निर्माण 03 लाख 50 हजार रू. लागत से कार्य किया गया था। जिसका प्रथम भुगतान के उपरान्त अभी तक अन्तिम भुगतान नहीं हो पाया है। जिस पर जिलाधिकारी ने प्रभारी जिला शिक्षा अधिकारी को कार्यवाही करने के निर्देश दिये।
जनसुनवार्इ में जिला विकास अधिकारी के.एन.तिवारी, मुख्य चिकित्साधिकारी डा.जे.सी.मण्डल, प्रभागीय वनाधिकारी आर.के.सिंह, प्रभारी मुख्य शिक्षा अधिकारी डॉ. बृजेश जोशी, अर्थ एवं संख्या अधिकारी देवेन्द्र नाथ गोस्वामी, जिला पंचायत राज अधिकारी पूनम पाठक, जिला समाज कल्याण अधिकारी एन.एस.गस्याल, मुख्य पशु चिकित्सा अधिकारी डा0उदय शंकर, उद्यान अधिकारी तेजपाल सिंह, कृषि अधिकारी बी.पीमौर्या, अधि.अभिलोनिवि कपकोट संजय पाण्डेय, अधि.अभिविद्युत भाष्करानन्द पाण्डेय, अधिअधिनगरपालिका राजदेव जायसी, लीड बैंक अधिकारी रूद्र सिंह रावत, जिला पर्यटन अधिकारी भगवती प्रसाद टम्टा आदि मौजूद थे।
